Rittman City

Rittman sits in two counties. The City's own economic development page places it in northeast Wayne County and southeast Medina County. The Census Bureau gives Rittman city 6,131 people and 6.30 square miles of land as of 2020. Measured against Medina County's 911 jurisdiction boundary file, the Medina County piece is about 1.00 square mile, roughly 640 acres, or about one sixth of the city, sitting north of the county line at latitude 40.9882 and carved out of Guilford Township, with Wadsworth Township just east of it. Downtown Rittman, City Hall, the schools and the Morton Salt plant are all south of the line, in Wayne County.

Rittman Exempted Village School District runs an early learning center, an elementary school for kindergarten through grade five, a combined middle and high school with wings for grades six to eight and nine to twelve, and a multipurpose building with the board of education offices, all on one campus on the northwest side of the city. The district's own profile gives enrollment as 824 students: 28 preschool, 356 elementary, 185 middle school and 255 high school. Rittman Middle and High School are at 50 Saurer Street and Rittman Elementary is at 131 N Metzger Avenue. The district office is at 100 Saurer Street, 330-927-7401.

Ohio Western Reserve National Cemetery is at 10175 Rawiga Road with a Rittman address, and the ground is in Medina County, not Wayne. The VA selected the 274-acre site in 1993 and burials began on June 19, 2000, with an initial 60 acres developed for 15,900 full-casket graves, 3,000 cremation sites and two committal shelters. Nothing a national cemetery provides is charged for, including the grave space, liner, opening and closing, marker and perpetual care. Phone 330-335-3069. Rittman's business district is the crossing of Main Street and Ohio Avenue, just east of the railroad. City Hall and the zoning and utilities offices are at 49 W Ohio Avenue, 330-925-2045, with the police and fire departments at 33 E Ohio Avenue and the Wayne County Public Library's Rittman Branch at 75 N Main Street. The Chamber of Commerce at 44 S Main Street lists downtown members including Main Street Bank at 237 N Main, Rittman Dental at 314 N Main, Goodwill at 366 N Main, Rylon Printing and Rufener Wilde Insurance at 125 N Main, H&R Block at 16 S Main, Prim & Proper Boutique at 44 S Main, Laria Chevrolet-Buick at 112 E Ohio Avenue and The Depot Restaurant at 80 Grant Street. Ashton Hall Park on S 1st Street is a block off the square.

The Rittman Branch of the Wayne County Public Library is at 75 N Main Street, 330-925-2761, with a drive-up window. Published hours are Monday, Tuesday and Thursday 10 a.m. to 8 p.m., Wednesday and Friday 10 a.m. to 5 p.m., Saturday 10 a.m. to 2 p.m. and closed Sunday. It is a Wayne County system branch, not a Medina County one.

The William J. Robertson Nature Preserve is a 210-acre city preserve on the east side of Rittman with 7.2 miles of trail, nine ponds, boardwalks, a nature centre, a picnic pavilion and an accessible kayak launch. It sits on the site of the Ohio Boxboard plant, which closed in early 2006 and was demolished starting in October 2013, and is named for the long-serving mayor who led the reclamation. Entrances are on Morning Star Drive for the north part and off State Route 57 for the south part.

Rittman runs eight city parks, all open dawn to dusk, plus the Rittman Recreation Center at 200 Saurer Street, 330-925-4653. Martin Fritz Memorial Park on Industrial Boulevard has the baseball and softball fields, a disc golf course and the sledding hill. Ashton Hall Park, formerly First Street Park, at South First and Shong Drive has a rentable pavilion and an accessible swing funded by the Rotary Club. Rotary Park behind the Recreation Center has two tennis courts lined for pickleball. Morton Salt Park on North State Street has a half-court basketball court, and Charlie's Puddle on East Ohio Avenue is a stocked pond open to licensed fishing. The Recreation Center pool opens at 5:30 a.m. weekdays, closes from noon to three during the school week, and 24-hour key access is available.

The County Line Trail runs 6.8 miles between Rittman and Creston on the corridor of the former Erie Lackawanna Railroad and is one of four Wayne County rail trails totalling about 21 miles. The Rittman trailhead parking is along Ohio Street, northeast of the Depot Restaurant; the Creston trailhead is just south of the Creston Police Department on Brooklyn Avenue. The mapped route is asphalt on its longest segments and lies within Wayne County, a quarter mile to a mile and a half south of the Medina county line.

The City of Rittman owns its water and sewer utility. Drinking water comes from a city well field west of town in Milton Township near Sterling, with three 1,150 gallon-per-minute pumps and a 120,000-gallon clearwell, treated to remove iron, manganese and arsenic, then chlorinated, dosed with a corrosion inhibitor and fluoridated to a 0.80 ppm target. The 2024 Consumer Confidence Report lists total hardness of 220 to 334 ppm, sodium 54.9 ppm and pH 7.38 to 8.52, with no violations and zero of 20 samples over the lead or copper action levels. Water billing is 330-925-2059 and the after-hours water emergency line is 330-925-8040.

The City of Rittman's published provider list names the City for water and sewer at 330-925-2059, Columbia Gas of Ohio for natural gas, First Energy as Ohio Edison for electricity, Heritage Telephone for phone, cable and internet, Spectrum for cable and internet, Brightspeed for fibre internet, and Kimble Companies for trash, billed through the city and collected on Tuesdays with curbside recycling in a separate cart. Heritage Telephone describes itself as the local provider for Marshallville and Rittman and as part of Doylestown Telephone, in communications since 1899.

Rittman levies a 1.5 percent municipal income tax on taxable income, collected by RITA at 1-800-860-7482. The City's own FAQ says everyone 18 and older must file a city return regardless of income, though retirees with no W-2 income do not. Quarterly filings are required and the city deadline matches the federal one. The City also holds a pre-1994 Community Reinvestment Area zone in which new construction qualifies for 15 years of 100 percent property tax abatement and renovations for 10 years.

Rittman has three separate public safety departments. Rittman EMS has one full-time chief and 32 part-time or paid-on-call members and has run as a municipal third service, separate from the fire department, since March 1981, when it became the first paramedic-level service in Wayne County. Rittman Fire and Rescue has 32 volunteer firefighters. The Rittman Police Department has a full-time chief, three sergeants, eight full-time patrolmen and two support staff. There is no hospital or emergency room in Rittman. The nearest emergency room is Summa Wadsworth-Rittman at 195 Wadsworth Road in Wadsworth, about four miles north and across the line in Medina County; it is a freestanding emergency department and does not admit inpatients, Summa having ended inpatient service at the former 50-bed hospital there in 2014. For an inpatient bed the choices are Wooster Community Hospital about thirteen miles southwest, Cleveland Clinic Medina Hospital about twelve miles north, or Summa Barberton in Summit County. In town, the City lists Rittman Family Practice at 25 S Main Street and Rittman Dental at 314 N Main Street. Rittman runs its own paramedic-level EMS and transports.

State Route 57 is the only state route running along Rittman, passing about a mile east of downtown north and south, toward Wadsworth and Medina one way and Orrville the other. State Route 604 is about 1.9 miles south, State Route 94 about 2.4 miles east, State Route 585 about 2.7 miles southeast and State Route 3 about 4.9 miles west. Straight-line from City Hall it is about 4 miles to the Summa emergency room at Wadsworth and to the I-76 interchange there, 5 miles to Wadsworth, 9 to Orrville, 12 to Medina, 14 to Wooster and 16 to downtown Akron. Rail through town is Akron Barberton Belt and CSX. There is no public transit in Rittman. City crews plow the roads, property owners clear their own sidewalks, and street parking is banned from 1 to 6 a.m.
