Homer Township

Homer Township is governed by a three-member board of trustees plus an elected fiscal officer. The township's own site names the trustees as Red Doering, Bryan Rose and Robert Bloom, the fiscal officer as Russell Schultz, and the zoning inspector as Terry Koberna at (216) 374-0754. The hall is at 8964 Spencer Road, which the township describes as State Route 301 north of State Route 224, with phone numbers 330-635-5407 and 330-612-0809. Trustees meet the last Monday of each month at 7:00 p.m., the zoning commission the second Tuesday at 7:00 p.m., and the board of zoning appeals the first Thursday at 7:00 p.m. or as needed. The township owns three cemeteries: Maple Hill at State Route 301 and Williams Road, East Homer on Pawnee Road, and Vanderhoef Phase 2 at 11110 Simcox Road. The hall is also the township's only recycling drop-off, listed by the Medina County Solid Waste District with two containers emptied Tuesdays and Fridays.

Homer Township owns a community center it bought from the Black River Local School District in 1996 after the district stopped using the building. The township rents it for parties, showers and reunions and calls it a meeting place for youth and civic groups. The published rate is $150 a day for residents and non-residents alike and $200 a day for commercial use, proof of insurance is required, and bookings go through Linda Wuthrich at (330) 421-8921. The schoolhouse history shows up in two public records: the federal drinking water register holds a water system named Homer Elementary School at 8964 Spencer Road, the township hall address, serving 257 people and deactivated in May 1981, and the Medina County Auditor still records a school-class parcel on Spencer Road in the name of the Homer Board of Education.

Homer Township has three zoning districts. In the R-2 Residential district, which covers most of the township, Section 401-4 requires every lot to have 350 feet of frontage, 600 feet of depth and contain 10 acres, with a minimum living floor area of 1,200 square feet and a 35 foot height limit. The R-1 Low Density Residential district allows two acres for a single-family house and four for a two-family with 175 feet of frontage, but it applies only to named areas: south of Simcox Road between Pawnee and River Corners Roads, the strip between Ohio Route 224 and the CSX Railroad east to Simcox Road, and development around Homerville. Farming is exempt in every district, with agriculture defined by Ohio Revised Code Section 519 and no zoning certificate fee charged for agricultural buildings. Section 401-5 allows an Open Space Community with smaller lots if the lot count does not rise and the rest is permanently kept as open space or farmland. An outdoor wood-burning furnace needs its own zoning permit, and wild or exotic animals are excluded from the township.

Homer Township was named in a rural fiber project built as a partnership of Lit Communities, Medina Fiber, Lorain-Medina Rural Electric Cooperative and the publicly owned Medina County Fiber Network, alongside Litchfield, Chatham, Harrisville and Spencer Townships and the village of Spencer. Lit Fiber has since merged into Omni Fiber, and as of October 2026 Omni Fiber's own service-area page lists Homerville, OH under Now Available with its own market page, while not listing Chatham at all. Availability is set per address rather than per township, so check the specific address rather than relying on the place name.

No hospital, emergency department, urgent care or pharmacy was identified inside Homer Township. The nearest emergency room is Cleveland Clinic Akron General Lodi Hospital at 225 Elyria Street in Lodi, about 5.9 miles east of the township centre, a 20-bed critical access hospital with a 24-hour emergency department serving southwest Medina County and parts of Lorain, Ashland and Wayne counties. For higher-level inpatient care the nearest option is out of county: University Hospitals Samaritan Medical Center at 1025 Center Street in Ashland, Ashland County, which its own page calls a 55-bed full-service facility with a 24-hour emergency department, about 15.1 miles southwest. Cleveland Clinic Medina Hospital with 148 beds is about 16.8 miles northeast, the Wooster hospital in Wayne County about 17.4 miles southeast, and Mercy Health Allen Hospital in Oberlin, Lorain County, about 19.0 miles north. Mercy Health runs a walk-in clinic at 840 Patriot Drive in Wellington, Lorain County, about 11.8 miles northwest. The township's fire and rescue service comes from the Town & Country Fire District in West Salem, Wayne County, about 3.9 miles south.

Homer Township is served by Black River Local School District. A 25-point grid across the township tested against the Census Bureau's unified school district layer returned Black River Local at every point, in two separate vintages, and nine more points along the township's eastern edge returned Black River as well. Black River's own audited financial statements for fiscal 2024 describe a district across southwestern Medina, southern Lorain and northern Ashland counties covering about 125 square miles and naming Homerville, the only community in Homer Township. The township's own website records buying its community center from Black River Local in 1996, and the Medina County Auditor records the district owning 111.32 acres on Black River School Road inside the township. The district's two buildings, a Pre-K through 8 school and a high school serving about 940 students between them, are at 257-A and 233 County Road 40 in Sullivan, which both geocode to Sullivan township, Ashland County, about 3.5 miles northwest of the centre of Homer Township.

Homer Township has no fire department of its own. Fire protection and rescue come from the Town & Country Fire District, which its audited financial statements describe as including Congress Township, Congress Village and West Salem Village in Wayne County plus Homer Township in Medina County. A four-member board governs it, with each member subdivision appointing one trustee, so Homer Township holds one of four seats. The station is at 11 Congress Street in West Salem, which the US Census geocoder places in Congress township, Wayne County, about 3.9 miles south of the centre of Homer Township in a straight line. The district's own audit shows general obligation debt issued for a new fire station and a 2019 ambulance purchase of $206,726, and a later audit records real estate tax receipts reaching the district from Medina County.

Homer Township is the southwestern corner of Medina County, about 24.5 square miles by the county's own 911 boundary file and 24.4 square miles of land by the Census, measuring five miles each way with no incorporated municipality anywhere inside it. The 2020 census counted 1,606 residents, up 9.8 percent from 1,462 in 2010, with a 2024 estimate of 1,639. The Medina County Economic Development Corporation publishes a 2022 median home value of $274,600, homeownership of 80.1 percent and median household income of $71,699, and describes the township as rural and agricultural with a large Amish population. It borders Spencer, Chatham and Harrisville townships in Medina County, Congress Township in Wayne County, Jackson and Sullivan townships in Ashland County, and Huntington Township in Lorain County, so Homerville sits where four counties nearly meet.

The Medina County Economic Development Corporation describes Homer Township as rural and agricultural with a large Amish population, and the county and federal records put places behind it. The Medina County Auditor records three school-class parcels inside the township registered to Amish school boards: 0.69 acres and 1.00 acre on Black River School Road and 0.89 acres at 9978 Camp Road, all Ohio property class 650 and all confirmed inside Homer Township. The federal Safe Drinking Water Information System also holds two historical school water systems in the Homerville 44235 ZIP named for Amish private schools on Black River School Road, serving 48 and 35 people on a September-to-April season, both deactivated in 1985.

The Medina County Auditor's parcel file, tested point by point against the county's 911 boundary for Homer Township, holds 745 parcels covering 15,392.9 acres, about 98 percent of the township's land. Grouped by Ohio property class series, 405 parcels and 12,963 acres, 84 percent of all mapped acreage, carry an agricultural 100-series class, with class 111 alone accounting for 376 parcels and 12,422 acres. Residential 500-series classes cover 303 parcels and about 2,100 acres. The median parcel is 10.70 acres and the mean is 20.66, the largest is 282.1 acres, 277 parcels sit between 10 and 20 acres and 122 are 40 acres or more, while only 54 are under an acre.

Homerville is the only community in Homer Township and it is unincorporated, a crossroads rather than a village. Census road geometry shows just two numbered routes in the township, US Highway 224 signed locally as Greenwich Road running the full width east to west and State Route 301 signed locally as Spencer Road running the full height north to south, and they cross at about 41.0272, -82.1261. The post office is at 12079 Greenwich Road in a privately owned building. Wikipedia records a post office called Homerville in operation since 1844 and says the name commemorates Homer, the ancient Greek poet. Next door at 12091 Greenwich Road the federal drinking water register holds a system called Homerville Emporium that served 25 people from a well until 1988, and the county auditor still lists the telephone exchange at 12402 Greenwich Road under the name General Telephone Co of Ohio. The township hall is about 0.15 miles north of the corner.

A Homerville 44235 address does not mean Homer Township. Of 810 Medina County parcels carrying a 44235 ZIP, only 643 are inside Homer Township when tested against the county's 911 jurisdiction boundary file; 90 are in Harrisville Township, 75 in Spencer Township and two in Litchfield Township. The trap runs the other way too: of the 745 parcels inside Homer Township, 75 carry a West Salem 44287 address from a Wayne County post office, 15 carry Sullivan 44880 from an Ashland County post office, and a handful carry Lodi, Spencer, Medina, Hinckley or Litchfield. Four property addresses were confirmed through the US Census geocoder to sit inside Homer township, Medina County despite out-of-county mailing towns: 12967 Jeffrey Road, West Salem; 13286 Wandel Road and 8499 Firestone Road, Sullivan; and 8282 Pawnee Road, Lodi. Confirm the township at the coordinates, never from the envelope.

The federal Safe Drinking Water Information System lists seven public water systems ever registered in the Homerville 44235 ZIP code and all seven are inactive, with not one of them a community water system. Homer Township has no municipality and no village water system, so a house here is on a private well and a household septic system, both regulated by the Medina County Health Department rather than by the township. One caveat matters: the Medina County Auditor records the Rural Lorain County Water Authority owning a 1.14 acre utility parcel on Spencer Road inside Homer Township, and the authority's own site says it serves rural areas in Lorain, Huron, Medina, Ashland, Erie, Cuyahoga and Wayne counties with 25,500 connections across 650 square miles. A water main on some Homer Township road cannot be ruled out from the ZIP-level register, so ask about the specific road.

Lorain-Medina Rural Electric Cooperative's own district map names Homer Township in District 8, alongside Spencer Township, Spencer Village and Canaan and Congress townships in Wayne County; it is member-owned, headquartered at 1 Cooperative Way in Spencer, with an outage line of 440-647-2133. The Medina County Auditor also records Ohio Edison Company owning a 4.86 acre utility parcel on Spencer Road inside the township, so two electric utilities hold ground here and the service split cannot be read off a map. No natural gas company owns any parcel anywhere in Homer Township, which is consistent with propane, fuel oil and wood heat rather than utility gas. No household trash hauler could be confirmed. The only waste service on the record is recycling: the Medina County Solid Waste District lists two drop-off containers at Homer Township Hall, 8964 Spencer Road, emptied Tuesdays and Fridays, the only site in the township.
